Record-Breaking Drug Bust in East Sussex
On July 26, 2023, a routine traffic stop on the A26 near Maresfield led to a monumental drug bust. Authorities confiscated a staggering amount of illegal drugs, including 632 kilograms of ketamine and 70 kilograms of cocaine. The combined street value of these narcotics is estimated at a shocking £24.5 million.
The drugs were cleverly concealed inside 30 cardboard boxes during transportation. Investigations revealed that lorry driver Pavel Budzko had smuggled them into the UK via Newhaven Port.

"This criminal group intended to flood the south of England with drugs purely for their financial benefit, showing complete disregard for the suffering their dangerous substances cause in our communities," stated Rachel Bramley, operations manager at the National Crime Agency (NCA).
Elaborate Smuggling Operation Disrupted
The illegal drugs were being transported in two vans. One van was driven by Charlotte Moore (32) with Stephen Norris (36) as her passenger. Both individuals were apprehended at the scene, and the drugs were seized. Lorry driver Pavel Budzko initially evaded capture but was later apprehended upon re-entering the UK.
Further investigation unearthed a previous smuggling attempt by Moore and Norris in May 2023. Border Force officials at the Calais Eurotunnel terminal intercepted packages containing traces of their DNA. The lorry driver for that run, Kiryl Laptseu (42), was also identified.
Mobile phone data and purchasing records provided crucial evidence of the gang's meticulous planning. Investigators discovered that Moore traveled to Belgium before the Calais attempt and used Google Translate to acquire cardboard boxes in French.
These boxes were likely used to transport the drugs in both smuggling operations.
Drug Gang Jailed for a Combined 41 Years
The drug trafficking gang received a total of 41 years in prison: Stephen Norris was sentenced to 10 years, Charlotte Moore to 13 years, and lorry drivers Pavel Budzko and Kiryl Laptseu each received 9 years.
Detective Constable Laura Pettitt stressed the serious impact of illegal drugs, noting their harmful effects on users, families, and communities. She stated, “Drug trafficking fuels addiction and other criminal activities, affecting everyone.”
